Periodic Inspection report (PIR)
A landlord safety certificate or periodic inspection report is a inspection and test report meeting the British Standard for electrical installations in the UK. The tests and visual inspections normally take 3 or 4 hours minimum if they are to be done correctly and the details are recorded on a schedule of test results and a schedule of inspections. The person ordering the work is then given a copy of these within the Periodic Inspection Report making the report length a minimum of four pages. The inspection and test will include a thorough analysis of the electrical system, including;
- Physical examination of cables & fixings
- Quality and adequacy of installation methods
- Complete meter testing of all wiring
- Functional and metered testing of consumer unit/fuseboard
- Functional testing of switchgear
- Adequacy of earthing and bonding
When complete, the PIR may include some observations and recommendations if necessary. These are graded from 1 to 4 with anything shown as 1 requiring urgent attention.
Once the report is issued, for rental properties an interval of between 1 to 5 years will be advised on the assessment before the next periodic inspection and testing, dependant upon the characteristics of the properties wiring, property use and general condition. For normal dwellings this may be 10 years.
Insurance
Most landlord house insurance policies require current electrical certificates. Without them they will not pay out.
The process
Due to the complexity of the inspection and the quantity of items to be checked, a periodic test on most electrical installations can take from 2-3 hours to 4-5 hours, bigger houses may take longer again.
This may seem quite suprising at first, but the inspection includes a combination of physical inspections and meter testing. Physical inspections include opening switches , sockets, showers etc and inspecting wiring and accessories for damage and suitability. Meter testing of the house wiring includes testing one circuit along the circuits length and checking that all measurements fit within set limits. There may be a lot of running up and down the stairs, checking in different positions, opening of lighting etc whilst testing.
